Hotline for the Law on Good Landlord Practices

On July 1, 2023, the Responsible Landlord Act took effect. This law sets forth seven rules that landlords and rental agents must follow:

1. The landlord may not discriminate against the prospective tenant.
2. The landlord may not intimidate the tenant.
3. The landlord may require a security deposit of up to 2 months' base rent.
4. The landlord shall set forth the lease agreement in writing.
5. The landlord must fully inform the tenant about:
   • The tenant's rights and responsibilities regarding the residence
   • the amount of the security deposit and when the tenant will get it back when the lease ends
   • contact information that the tenant can use to reach the landlord
   • Information about the municipality's "Good Landlord Act" reporting hotline
   • A complete overview of service charges
6. The landlord charges only the service fees specified by law.
7. The rental broker may not charge the tenant a brokerage fee.

There are additional rules for renting to foreign workers. To protect foreign workers, employers must keep employment and housing contracts separate. They must also provide tenants with written information in a language they understand.

Are landlords or rental agents not following the rules? If so, the municipality can issue a warning or a fine. As required by law, the municipality has set up a reporting hotline. Tenants, people looking for housing, neighbors, and others can contact this hotline to report concerns or file complaints about inappropriate behavior by landlords and rental agents.

Please note:If your report concerns one of the housing authorities in the municipality of Moerdijk, you must contact the relevant housing authority. We do not handle these reports.
