First-Time Homebuyer Loan
You’re planning to buy your first home in our municipality. You’re just a little short on funds. In that case, you can apply for a first-time homebuyer loan.
The first-time homebuyer loan bridges the gap between the price of the home and the amount you can borrow from the bank on your own. The amount of the loan depends on your income, your equity, and the municipality’s requirements.
- The first-time homebuyer loan has a 15-year fixed-rate period
- The term is a maximum of 30 years
- For the first 3 years, you do not have to pay any interest or make any principal payments. After the third year, you will have to make these payments if your income is sufficient. If your income is not sufficient, you can request a reassessment from SVn (Stimuleringsfonds Volkshuisvesting).
- The first-time homebuyer loan consists of an annuity portion and a portion that accrues interest (combination loan).
- The loan can be repaid at any time (in full or in part) without penalty
Please note: There is a limited budget available for starter loans. Once this budget is exhausted, no new starter loans can be granted (for the time being). The fact that you can submit an application does not confer any rights. We recommend that you include a financing contingency clause in your purchase contract.
Requests
- If you meet the requirements, you will receive an approval letter from the municipality. You can use this letter to apply for the starter loan from SVn.
- You must apply for the loan within 8 weeks; otherwise, the approval letter will no longer be valid.
- SVn reviews your financial situation and determines the amount of the starter loan. The amount of the starter loan may therefore be lower than you would like. It is therefore advisable to include a financing contingency clause in your purchase contract.

Who can apply?
- You are between the ages of 18 and 35:
- You have the right of residence and live in the Netherlands.
- You have never owned a home before.
- You are between 36 and 45 years old:
- You have the right of residence and live in the municipality of Moerdijk.
- You have never owned a home before.
- You must have lived independently for at least 1 year in a public housing unit (owned by a housing authority) in the municipality of Moerdijk. You can prove this with a written, signed lease agreement. The public housing unit must become available for rent as soon as you move out.
If there are two applicants, only one of them needs to meet the requirements. However, neither applicant may have previously owned a home.
Terms and Conditions
- You have never owned a home before
- You must live in the home yourself
- You have a (provisional) purchase agreement signed by both parties
- The maximum purchase price or construction contract amount may not exceed the NHG (National Mortgage Guarantee) cost limit. For the current cost limit, visit the NHG website.
- The first mortgage (from the bank) and the second mortgage (the first-time homebuyer loan) must be provided under the NHG guarantee
- The maximum first-time homebuyer loan is 20% of the purchase price, up to a maximum of €40,000.
- The municipality will reject an application for a first-time homebuyer loan if the budget is insufficient to approve the application, even if you meet all the conditions set forth in the ordinance.
