In some (exceptional) situations, it is possible to obtain an exemption from RVV regulations. RVV stands for “Regulations on Traffic Rules and Traffic Signs.” For example, when organizing an event or carrying out construction work.

Here are a few examples of exemptions we have granted in the past in this context:

  • To a company that takes 360-degree photos of the roads in the municipality each year for the municipality’s systems. The company is then also permitted, for example, to drive on sidewalks and bike paths.
  • For 3FM's "Serious Request." At that time, the organization was allowed to use golf carts on bike paths to film and support the event.
  • For organizing an event, for parking along the side of the road where parking is normally prohibited.

To obtain an exemption from RVV regulations, you must be able to clearly demonstrate the need for the exemption. If there is an alternative that eliminates the need for an exemption, we will give preference to that alternative. As the applicant, you are liable for any risks that may arise from the exemption.

If you apply for an RVV exemption, it is not a given that you will actually receive it. The municipality considers various factors, such as safety, but also the public interest and the applicant’s professionalism. It is important that we can trust that the applicable rules will be followed. And if something does go wrong, the problem will be handled properly.

We need an LZV transport (longer and heavier truck-trailer combination) for a job. Is this allowed in the municipality of Moerdijk?

Yes, that is possible. You or the carrier must then apply for an exemption from the RDW (National Road Traffic Authority). The RDW will then send a proposed route to the municipality for review. We will evaluate it and issue a positive or negative recommendation, which we will send to the RDW. They will then process the exemption with the applicant.

We evaluate the application based on various criteria, with the following principles being key:

  • Transportation will not pass through the centers of villages or towns within the municipality of Moerdijk (unless there is absolutely no other option).
  • Drivers should take the route to a higher-level road network (provincial or national highway) as quickly as possible, or remain on such a road for as long as possible.
  • The carrier must ensure that a truck-trailer combination can use a road without any problems (e.g., turning circles).
  • Are any measures needed to allow driving along the road (pruning trees, removing streetlights, installing curve reinforcements)? If so, the RDW must notify the municipality of this by submitting a detailed route study.
  • Are temporary measures needed along a route? In some cases, a municipal supervisor may conduct a baseline assessment prior to the transport. The situation is then reassessed after the transport. Any damage will be recovered from the carrier.
  • The carrier confirms, prior to transport, that there are no work activities along the route.
