Laying Cables and Pipes on Public Municipal Land

You must submit an application for a (residential) service connection to the relevant energy, water, and/or telecommunications company. These companies need permission (a consent decision) from the municipality to install the necessary infrastructure on public land.

You must apply to the municipality for a sewer connection. If the municipality owns or manages the land, you will need a consent decision.

Requests

When applying for a consent decision, as referred to in Article 4, paragraph 1, the following information must be provided in any case:

1. the network operator's name, address, and city;
2. if the application concerns the performance of work for or on behalf of a network operator, the name, address, and place of residence of the authorized representative, as well as a written authorization, upon the first application of any calendar year;
3. a statement of the number, type, nature, and intended use of the cables and/or conduits;
4. required permit(s), exemption(s), or authorization(s) under other legislation, as well as information regarding coordination with other parties subject to tolerance policies, landowners, and/or managers of public lands;
5. a digital BGT drawing (PDF and/or DWG format) with a legend and unambiguous and complete dimensions (RD coordinates), indicating:
6. a description of the desired route;
7. a list of temporary and permanent facilities;
8. a list of the above-ground facilities to be installed.
9. convincing data and insights regarding the feasibility of the proposed work, demonstrating that:
10. is constructed within the available space;
11. that access to the other cables and/or pipes remains ensured;
12. that the requirements for access to green spaces continue to be met.
13. the route length and the length and width of the trench to be excavated, as well as the type of trench cover to be broken open;
14. the proposed start and end dates of the work;
15. a list of the number of cables and/or conduits that will be put into service immediately and the number of cables and/or conduits that will not be put into service immediately;
16. If the municipality provides the coordinates of the (historic) trees located along the route, the grid operator must show them (including the crown projection) on the approval drawing.

To file a report as referred to in Article 4, paragraph 2, the registration system used by the mayor and aldermen must be used. The following information must be provided in all cases:

1. the network operator's name, address, and city;
2. if the notification concerns the performance of work for or on behalf of a grid operator, the name, address, and place of residence of the authorized representative, as well as a written authorization, must be provided with the first application of any calendar year;
3. the contractor, the address of the excavation site(s), including a site plan;
4. the length and width of the trench or mounting hole(s), as well as the type of trench cover that will be broken open;
5. the start and end dates of the work; In the case of urgent work, the following information must also be provided:
6. an indication of the urgent nature of the work;
7. a description of the work that was performed.

Terms and Conditions

An application for a permit to install and connect cables and pipes may only be submitted by the network operators. They must submit this application at least eight weeks before the planned start of the work.

Agreements have been reached between the utility providers and the municipality regarding planning and coordination, routes, locations, and regulations pertaining to implementation. These agreements are set forth in the Moerdijk Municipality General Ordinance on Underground Infrastructure and the Moerdijk Municipality Cables and Pipelines Manual.

The grid operator must notify the municipality of any work that is not of a major nature at least 5 business days before it is carried out.

An application or report will not be processed until it is complete.

Interested parties may file an objection to the decision made by the municipality.

Costs

The fees for processing an application or report are listed in the Moerdijk Municipal Fee Ordinance. There are also costs associated with the repair or additional management and maintenance of the trench cover.
