Operating License and License Under the Alcohol Act

Are you planning to start a hospitality business, such as a café, restaurant, or cafeteria, or are you changing the business structure or layout of your existing hospitality business? If so, you will need an operating license or you will need to amend your existing license.

If you wish to begin serving alcoholic beverages, you will also need a license under the Alcohol Act. You can apply for these licenses all at once using the application form.

Are you planning to start a liquor store? If so, you only need a license under the Alcohol Act. You can apply for this using the application form.

BIBOB Investigation

A Bibob investigation is a standard part of the application process for hospitality businesses. It’s a good idea to fill out theBibob questionnaire in advance and gather the required attachments (see the form). You will be asked to upload these documents in the application form. Without these documents, you cannot proceed with the application.

eHerkenning

Before you can begin the application process, it’s important to know that you’ll need eHerkenning (EH2+) to do so. If you don’t have eHerkenning yet, you’ll need to apply for it first. You can find more information about thison the eHerkenning website. Please note: You cannot log in using a chain authorization.

Start the online application process

You may not be able to fill out all the questions right away—for example, because you need to look up certain information. In that case, you can save your application temporarily by clicking the “Finish Later” button. To continue filling out or complete the application, log in to your personal “Mijn Moerdijk” account using eHerkenning. You’ll find the application under “Drafts.”

Costs

  • Application for an operating license: €526.10
  • Alcohol Act License for Commercial Purposes : €394.85
  • Alcohol Act License (Non-Commercial) €131.25
  • Notification of a change in business layout: €131.25

If you apply for both an operating license and an Alcohol Act license at the same time, you will receive a 50% discount on the application fee for the operating license.

Please note: If you want to start a sex business or an escort agency, you will also need an operating license. Please alwayscontact us first regarding this matter.
