Mandatory User Fee for Municipal Shelter
In the Netherlands, a rule went into effect on July 1, 2024, requiring displaced persons from Ukraine who live in municipal shelters and who have income from work to pay a mandatory personal contribution. This is a fixed monthly amount to cover the costs of support at the shelter and the operation of the facility. As of January 1, 2025, the personal contribution will also become mandatory in the municipality of Moerdijk. A legally mandated increase will take effect on October 1, 2025.
Who is required to pay the mandatory copayment?
The mandatory personal contribution applies to anyone who is 18 years of age or older, has their own income, and is staying at a municipal shelter. Children aged 18 or older are not considered part of a family for the purposes of this program. If they have their own income, they pay the contribution themselves.
How much is the mandatory copayment?
The contribution toward support at the shelter and the shelter’s operating costs will increase from €105 to €244.22 per month per person, effective October 1, 2025. If a family consists of two people aged 18 or older, the family pays a maximum of two times €244.22, or €488.44. The number of children in a family does not affect the amount of the contribution. Children aged 18 or older are not considered part of a family for the purposes of this program. If they have an income, they pay the contribution themselves.
The table below shows the minimum income a family must have before they are required to pay a mandatory copayment. It also indicates how much that copayment will be. If Ukrainian residents earn less than this minimum income, they must report this every month during the last week of the month to a facility staff member. If a family earns less than the specified minimum income, they are not required to pay a mandatory copayment.
