Environmental Plan
The environmental plan (formerly the zoning plan) for the municipality of Moerdijk, the province, or other municipalities can be found onthe national Omgevingsloket website under “Regulations on the Map.”
The environmental plan specifies how you may use an area within the municipality of Moerdijk—for example, for residential, industrial, or agricultural purposes—and what you are permitted to build there, such as single-family homes.
You will also find regulations regarding noise, odors, and other activities that may have an impact on the environment, nature, or the living environment.
The environmental plan is where the policies of the national government, the province, and the municipality are put into practice.

From Zoning Plans to a Single Environmental Plan
All currently valid zoning plans together form a single temporary environmental plan. This temporary plan does not yet meet the requirements of the Environment Act. The temporary plan will therefore be replaced by a single new environmental plan before the end of 2032—one plan for the entire municipality of Moerdijk. The municipal council will adopt this plan step by step over the coming years. It has been agreed that this will be done in as policy-neutral a manner as possible. This means that existing rights—such as building opportunities and permitted land uses—will be incorporated into the environmental plan.
The first step is a new regulation for Zevenbergen, specifically for the town center, the area bordering the center, and part of the Torenveld neighborhood. The draft of this amendment was available for public review at the end of 2025. The city council will vote on this amendment at its meeting on May 7, 2026. The second phase involves a new plan for the residential areas of Zevenbergen. In this way, the environmental plan is being developed step by step for the entire municipality.
Where can I find the (temporary) environmental plan?
You can find the (temporary) environmental plan in the national Omgevingsloket via “Regulations on the Map” (Search – Regulations on the Map – Omgevingsloket). In the Omgevingsloket, you can see which regulations from the environmental plan apply to a specific location.

Amendment to the Environmental Plan
If a building or the use of a site is not permitted, the environmental plan may be amended. This is referred to as an amendment decision. The announcement of an amendment to the environmental plan can be found in the official announcements on Overheid.nl. You may respond or submit a statement of opinion within the time frame specified in the publication.
